الملخص:
تهدف هذه الدراسة إلى
تحليل ظاهرة الهجرة غير الشرعية إلى الدول المتقدمة، مع تركيز خاص على الولايات
المتحدة، من خلال استعراض الأسباب المؤدية لها، والآثار المترتبة عليها، وسياسات
الضبط المستخدمة. تُعزى الأسباب إلى عوامل داخلية مثل الفقر، البطالة، النزاعات،
وانعدام الاستقرار السياسي، وكذلك دافِع شخصي مثل الرغبة في تحسين المستوى
المعيشي. من جهة التأثيرات، تُحدث الهجرة غير الشرعية تحديات للأمن الوطني،
والاقتصاد، والبنية الاجتماعية للدول المستقبلة، بما في ذلك الضغط على الخدمات
العامة والمنافسة على الوظائف. وأخيرًا، تُظهِر السياسات المعتمدة - من تعزيز
الرقابة على الحدود، إصلاح قوانين الهجرة، إلى برامج للتنظيم أو تسوية وضع
المهاجرين غير الشرعيين - محاولات متباينة استجابةً لهذه الظاهرة، ولكنها تواجه

Summary:
This study aims to analyze the
phenomenon of illegal immigration to developed countries, with a particular
focus on the United States, by reviewing its causes, consequences, and control
policies. The causes are attributed to internal factors such as poverty,
unemployment, conflict, and political instability, as well as personal
motivations such as the desire to improve one's standard of living. In terms of
impact, illegal immigration poses challenges to the national security, economy,
and social structure of receiving countries, including pressure on public
services and competition for jobs. Finally, the policies adopted—from
strengthening border controls and reforming immigration laws to programs to
regularize or regularize the status of illegal immigrants—show varying attempts
to respond to this phenomenon, but they face significant practical and ethical
challenges.
